Social capital is a fundamental aspect, an intrinsic characteristic, that has always distinguished the community of Reggio Emilia, which builds its value and its history on the solidarity of its citizens.
Many of the reasons why the model of the Emilia region has developed and evolved economically and socially and has come to be universally regarded as a successful model are attributed to the role and significance of Reggio Emilia’s social capital. This context and peculiar social situation stimulated the Municipality’s move to action in 2008 to support and boost the activism of its citizens and their willingness to play a leading role in the direction of the specific form of horizontal subsidiarity enshrined in article 118 of the Italian Constitution. Horizontal subsidiarity in this context is to be interpreted as public rather than private, as the sharing of objectives and needs, as joint participation in public policies, as collaboration and mutual trust rather than abdication of institutional roles and responsibilities. Through “I reggiani, per esempio” project the Municipality sought in the first instance to give some order to and boost the forms of subsidiarity already existing in the municipal area, and to then go on to encourage the involvement of the community, both organized and non-organized, in the attainment of public policy objectives. From 2008 to 2011 the project has been implemented with several measures in order to support organized and individual volunteering.
